II. Summary and Recommendations <br />The constnicdon of sanitaiy sewer to serve the Homestead Road area is feasible fiom an engineering <br />stam^int. The project is necessary because of the existing non-conforming septic systems, limited <br />ability to locate alternative septic sites aiKl potential pollution problems. The capital cost as well as <br />operation and maintenance costs have been considered in determining that the project is cost <br />effective. The costs of these improvements are interrelated and should be assigned equitably <br />between all properties. The following recommendations are presented for consideration by the <br />Orono City Council: <br />1. <br />2. <br />3. <br />That this Report be adopted as the guide for installation of sanitary sew’er in die <br />Homestead Road area. <br />That the City conduct a legal and fiscal review of the proposed project prior to tibe <br />public healing. <br />That a public hearing be held on the proposed improvements.
