The current tape recorders are w earing out at a alarming rate and it is difficult <br />to replace due to the change in technology. The costs to repair the current equipment exceed the cost <br />of purchasing new equipment. <br />Officers must carry portable recorders in order to comply with State of Minnesota Supreme Court <br />rulings (Scales Decision.) Officers frequently dictate reports and record conversations related to <br />arrests and street confrontations. Officers are being encouraged to obtain recorded witness and <br />suspect statements at the scene and at the time of occurrence in order to accurately document <br />incidents. <br />The police department has researched the use of digital recording equipment at other police <br />departments including Elk River, Eagan and Robbinsdale . These departments have employed <br />digital recording equipment for over a year. They each endorse the use of Olympus equipment and <br />have found it to be easy to use, durable, and w ell supported by the vendor. <br />Police department staff met with Dictaphone and Olympus representatives. Dictaphone quoted a <br />price of S7.443 initially but then low cred their price to $6,700. Lofller quoted the Olympus system <br />at $6,700 and lowered their quote to $6,300 during negotiations. <br />The Loffier offer is to provide 20 recorders and two transcription stations for $6,300 +$409.50 tax <br />for a total of S6709.S0. This was a budgeted capital expenditure in the 2003 budget. <br />COUNCIL ACTION REQUESTED: <br />Motion to purchase 20 Olympus Systems DS-3000 digital recorders, two Olympus AS>3000 <br />Transcription Sofiware packages w ith headset and foot control, training and set up package for <br />$6,709.50. <br />t <br />1 <br />i
