Bonestroo Rosene Anderllk - St. Paul, MN - (651)636-1311 <br />Introduction <br />The intersection of CSAH 6 and Willow Drive is located in the City of Orono, Hennepin County, <br />Minnesota. Figure 1 shows the location of the intersection. This report examines the existing <br />conditions of that intersection including traffic operations, accident experience, and sight <br />distance. In addition, this report discusses possible intersection improvements that may reduce <br />or eliminate problems identified in the existing conditions. Finally, cost estimates of the <br />improvements are provided. <br />Existing Conditions <br />Roadway and Intersection Geometries <br />CSAH 6 is a two>lane roadway classified as an “A” Minor Arterial on the Hennepin Coimty <br />functional classification map. CSAH 6 has a SS-mph speed limit in this area. Willow Drive is <br />also a two-lane roadway classified as a collector road. The south leg of Willow Drive is <br />designated as MSA 101 on the Municipal State Aid (MSA) System. The speed limit is 40-mph <br />on Willow Drive in this area. <br />The intersection of these two roads is currently under two-way stop sign control with Willow <br />Drive traffic stopping. Each approach on CSAH 6 is provided wiUi a by-pass lane at the <br />intersection. With this extra lane, motorists treat each ^proach as providing one left <br />tum/through lane and one through/right turn lane. Willow Drive provides one lane for all <br />movements for each approach. <br />Traffic Volumes <br />Approach counts for this intersection were collected by Hennepin County on March 19-21,2003. <br />Bonestroo Rosene Anderlik & Associates (BRAA) collected turning movement counts on <br />October IS, 2002 from 6 to 9 a.in. and 3 to 6 p.m. Figure 2 shows the daily volumes and the <br />a.m. and p.m. peak hour turning movements for this intersection. The fiiU counts are provided in <br />the appendix of this report. <br />The daily capacity of a two-lane road, the point at which congestion would be expected to start <br />becoming a major problem, is approximately 12,000 to 18,000. The variation is due to the <br />amount of access and tie treatment at intersections. A two-lane road with controlled access and <br />turn lanes at most intersections would have a higher capacity than one with more access and <br />limited turn lanes. As shown m Figure 2, the existing ^ily traffic volumes of both CSAH 6 and <br />Willow Drive arc well below the daily capacity of a typical two-lane road. <br />A capacity analysis was performed on the intersection using the existing turning movement <br />counts. The capacity andysis uses the methodology presented in the Highway Cigiacity Manual <br />to determine how well or poorly an intersection is operating. The results are presented in terms <br />of level of service. A level of service A represents the best operations with little to no delay for <br />vehicles traveling through the intersection.
