feL:
AUG 1 1 2003
REQUEST FOR COUNCIL ACTION CllYOHORONO
DATE: June 23,2003
ITEM NO.: Cj
Department Approval:
Name Gregory A. Gappa
Title Director of Public Services
Administrator Reviewed: Agenda Section:
Public Services Director’s Report
Item Description: Accept Quotations for Navarre County Road 19 Sidewalk
As part of the recently completed Navarre Playground Improvements project, a Municipal State Aid
project for the installation of a concrete sidewalk along the west side of Shadywood Road from
Lyric Avenue north to Crystal Avenue was planned. This sidewalk will provide for safer pedestrian
access to Navarre Park and the commercial area and will eventually connect to the future Dakota
Rail trail. This section of Shadywood Road currently has a narrow shoulder area for pedestrian use,
and during the winter months the available shoulder area for pedestrians is even further restricted.
The original concept was for the construction of a sidewalk between Lyric Avenue and Ciystal Place.
The first block of sidewalk between Lyric and Livingston Avenues will be easy to construct.
However, construction of the second block of sidewalk between Livingston Avenue and Crystal
Place will be very expensive to construct and will require the installation of a 7 to 10 foot high
retaining wall because of the steep bank in this area. We have had preliminary’ discussions with the
property owners in this block, and they are very concerned about the loss of large mature trees
necessary to construct a retaining wall. There may be options for different wall types to minimize
the loss of trees, but these options are very expensive and will result in a six-figure cost for this block
of sidewalk.
Based on the verv property' owner concerns and the high cost for the second block of sidewalk, we
have only prepared plans and specifications for the first block of sidewalk between Lyric and
Livingston Avenue. Also, with the Old Crystal Bay Road and Willow Drive/CR 6 intersection State
Aid projects there will not enough funds available now to complete the sidewalk between Livingston
Avenue and Cry stal Place.
The deadline for the receipt is quotations is 11:00 a.m. on Monday. August 11"*. We will have a
recommendation on the acceptance of quotations for the Council meeting.
COUNCIL ACTION REQUESTED:
A recommendation on the acceptance of quotations will be provided at the Council meeting
V I f
li
