r <br />#03-2920 <br />July 17,2003 <br />Pages <br />Signage. No new signage has been proposed. Photos of the existing signage for the church is <br />attached in Exhibit G. The primar>' sign is located in the NE comer of the site, meeting the 10' <br />property line setback requirement and posing no problems for traffic. In “R ” Districts, one nameplate <br />sign for each use permitted by CUP is allowed with no more than 12 s.f. per surface. The existing <br />permanent sign is approximately 50 s.f. in area of each side (staffhas not measured its dimensions <br />so this is an approximation) and would require a variance if it were to be replaced. <br />A second, smaller sign is along North Femdale at the driveway entrance, being a hanging banner type <br />sign perhaps 2' x 4' or smaller per side, no more than 10-15 s.f. total of both sides. <br />Because this is existing signage, staff recommends that continued use of the existing signs be <br />approved. Any new signs would need to be submitted for review prior to issuance of a permit. <br />Access Location. The existing church driveway accesses North Femdale Road approximately 220 <br />south of the Femdale/Co. Rd. 6 intersection. This access point is appropriate and poses no problems <br />for sight distance. <br />GradingT)rainage. Re-use of the existing foundation and conversion of portions of the westerly <br />parking lot will have little if any impact on the drainage of the site. No grade changes are proposed. <br />New amenities to the site will include a bituminous walkxvay leading from the parking lot to the <br />lower level, presumably for handicap access, and a new stainvay adjacent to the east wall of the <br />building is proposed. A 24' x 40' bituminous or concrete ‘patio’ apron is proposed at the walkout <br />level, meeting the 26' wetland setback. <br />Lighting and .Landscaping. No lighting plan has been indicated on the submitted plans. City <br />ordinances require that light sources not be visible at the lot lines. <br />Utility & Building Code Issues. The site is scr\’ed with sewer from Plymouth, but has its own well. <br />Because the new church building will be required to be fitted with a fire suppression sprinkler <br />system, the church is advised to work with the City of Plymouth to obtain municipal water supply. <br />Building Height. The proposed building has a peak height of 47' above the high side grade adjacent <br />to the building. City code establishes by definition that height is measured to “the average height of <br />the highest gable of a pitched oi hipped roof. The defined height of the proposed building using <br />l!ic main roof gable running from end to end of the building is 28.8', meeting the required 30' limit. <br />Impacts to Adiacent Properties. The only potentially affected pi'opcities are two homes located <br />approximately 200' south of the site, which are significantly separated from the parking lot so as to <br />minimize any real impacts; and a home to the west with significant separation and screening from <br />the church buildings and parking areas.
