We also understand that this new development will have municipal sewer with gravity sewer <br />discharging into the existing Medina Morningside sanitary sewer lift station. The forcemain from <br />this lift station flows south to County Road 6 then west eventually discharging into an Orono <br />gravity sewer in Old Crystal Bay Road. This gravity sewer then flows south and through the City <br />of Long Lake to a Metro Waste lift station, llie existing Medina Morningside sewer service <br />through Orono and Long Lake is per the terms of an existing Long Lake/Orono/Medina sewer <br />service agreement dated August 10,1981. The provision of sanitary sewer service to the Keller <br />Estates development will require modification of the 1981 sewer agreement and approval of the <br />Orono City Council and Long Lake City Council. <br />A project to reconfigure the existing sewer system through Orono and Long Lake for the new <br />Highway 12 bypass project is currently under construction. This project will require revisions to <br />the existing three city sewer agreement. My understanding is that presently there are sewer <br />capacity issues in Long Lake and the completion of the new sewer system this summer will <br />eliminate the sewer capacity issues and substantially reduce the length of Long Lake municipal <br />sewer that is included in the sewer agreement. The existing sewer with Orono and Medina flow <br />goes all the way through Long Lake to the Metro Sewer lift station located in eastern Long Lake. <br />The new City sewer will discharge into a Metro Sewer Interceptor at Willow Drive. The only <br />Long Lake sewer in the agreement will be from the Orono City limits to Willow Drive. There <br />should be adequate capacity in the Orono, Long Lake, and Metro Waste sewer systems to handle <br />the additional flow from the proposed Keller Estates development. <br />Traffic Impact Issues <br />Orono City staff has reviewed and discussed the tralTic impacts from the proposed Keller Estates <br />Development, and we have concerns about the increased traffic at the Willow Driv&'County <br />Road 6 intersection. Using a typical design value of 10 vehicle trips per day for each home, tliis <br />development will add 210 vehicle trips per day to W'illow Drive with the majority of these trips <br />using the Willow Drivc/County Road 6 intersection. <br />There arc concerns about traffic safety at this intersection, as in the past several years there have <br />been numerous personal injury accidents and two traffic f.italities at this intersection. The City <br />of Orono recently completed a traftlc management study in this area, and the preliminary <br />two- hour traffic counts at the Willow Drivc/County Road 6 intersection indicate that a traffic <br />signal may be warranted. The City of Orono has requested that Hennepin County complete an <br />eight-hour traffic count at this intersection to evaluate the feasibility of installing a traffic signal. <br />Th>.' possible schedule and funding for the installation of a traffic signal at this intersection is <br />unknown at this time. However, it is a certainty that the installation of a traffic signal will <br />require cost participation from the local units of government as all new signals on Hermepin <br />County Roads require local cost participation. <br />Hennepin County has jurisdiction on the east and west legs of the Willow Drive/County Road 6 <br />intersection, and the City of Orono has jurisdiction on the north and south intersection legs.
