staff Recommendation <br />City staff is requesting the Council to review and discuss this proposed development and provide <br />direction to City staff regarding this project. One issue to be discussed is the potential impacts of <br />a higher density urban development directly adjacent to the 2>acre density development in Orono. <br />The County Road 6/Willow Drive intersection traffic safety issues also need to be comidered. Our <br />staff recommendation is that Orono does not provide sanitary sewer service for the proposed <br />development until the intersection improvements are completed. <br />Our staff recommendation is also that the City of Medina be responsible for 1/4 of the intersection <br />improvements cost because most of the traffic on the north leg of the intersection is from Medina. <br />We can use our Municipal State Aid funding for intersection improvements. The developer has <br />indicated a willingness to fund Medina’s share of the intersection improvement costs. An issue for <br />consideration is that sewer service is needed from Orono for this project which provides us leverage <br />to request cc .>i sharing on the intersection improvements. In the event that this property is developed <br />at a lower density with private well and septic systems, Orono will not have any leverage to request <br />cost sharing, from the City of Medina, for the County Road 6/Willow drive intersection <br />improvements. The traffic will continue to increase at this intersection which will exacerbate the <br />existing safety concerns. <br />There is sufficient sewer capacity in the new downstream sewer system through Orono and Long <br />Lake, so if all of the other concerns can be satisfactorily addressed the provision of sewer service <br />is a relatively simple administrative issue. <br />Another issue for Council discussion is Orono’s participation in the Medina public hearing and <br />approval process for this project. <br />COUNCIL ACTION REQUESTED <br />Review and discuss this project and provide direction to City staff regarding the issues outlined <br />above for this project. <br />■PHrlir <br />Page 4 of 4 <br />• t
