The hardships cited by ^e Planning <br />Conunission may be valid, and all relate to the nature of the property or are circumstances beyond <br />control of the property owner. However, the fact remains that a substantial home could be <br />constructed on the site without the need for a hardcover variance, by making the home smaller and/or <br />by moving it nearer the street to reduce driveway hardcover. <br />As of this writing, a revised grading and drainage plan has not been submitted. <br />Based on the above, staffs recommendation remains unchanged: <br />• Approval of the variances for lot area and lot width based on the fact the lot is developed as a <br />single family dwelling, has been provided sanitary sewer service and it would not be possible to <br />acquire additional land to create a conforming lot. <br />• Denial of the hardcover variance for hardcover in excess of 25% in the 75-250' zone, based on the <br />fact that a house could be constructed on the property meeting the 25% limit. If the hardcover <br />variance is denied, table the application for revisions to meet the 25% limit. <br />Any action to approve/deny should be subject to submittal of a revised grading and drainage plan <br />addressing the concerns of the City Engineer. <br />COUNCIL ACTION REQUESTED <br />Take action regarding the lot area, lot width and hardcover variances and direct staff to draft a <br />resolution reflecting that action for Council’s June 23 meeting; subject to submittal of a grading and <br />drainage plan that must be found acceptable by the City Engineer prior to flnal Council adoption of <br />the resolution.
