M3-2S92 1001 WUdhvnt TraU <br />May 14,2003 <br />Page! <br />The property was for sale over the winter and staff received many calls regarding the possibility of <br />this property acquiring access to the lake via the lagoon that juts in from Forest Lake. However, the <br />lagoon does not abut the property and the adjacent lot does not have sufficient shoreline to give up <br />any frontage. <br />The applicant has provided a site plan/survey indicating the proposed house location and the 250* <br />lakeshore setback line for hardcover calculation purposes. The proposed house is located about 140' <br />from the shoreline, and most of the site is within the 75-250' zone, with the driveway and southerly <br />50-100' of the lot in the 250-500' zone Hardcover in the 75-250' zone is proposed at 17%, and in <br />the 250-500' zone is 1 6.8® o, hence hardcover is not an issue. Hardcover may actually decrease from <br />that proposed if the detached garage and associated driveway are not const; acted; sidewalks and <br />other amenities will have to be added to the final plans to allow hardcover confirmation before a <br />building permit will be issued. <br />All proposed setbacks are conforming, and average lakeshore setback is not an issue because this is <br />not a lakeshore lot. <br />Issues for Consideration <br />1. <br />2. <br />3. <br />4. <br />The lot appears to be similar in size to other developed lots in the neighborhood. <br />A single family residence previously existed on the property. The property is sewered. <br />Lot coverage by structures is approximately 3100 s.f or 8.3%, well within the 15% limit. <br />The site plan submittei! does not reflect that the existing detached garage has been removed, <br />md shows driveways that staff believes do not reflect the final proposal. For the record it <br />is noted that the removed detached garage would have to be located in a conforming location <br />if actually proposed; and that the driveway encroachment into the neighboring property to <br />the west must be eliminated as part of the construction process (must be at least 5' from lot <br />line). <br />5.The applicant has not provided a grading and drainage plan; such a plan will be required for <br />review and approval prior to building permit issuance. There are no apparent grading and <br />drainage concerns with this property. <br />Staff Recommendation <br />Staff recommends approval of the lot width variance subject to applicant providing plans for final <br />building permit approval that meet all other City standards for new construction in the LR-1 B zonine <br />district. ® <br />J
