i <br />Kellw Paifcwav <br />The width of Kelley Parkway, as scaled from, the Dahlstrom site plan, is 28 feet. We recommend <br />a minimum width of 32-feet with paiking being prohibited. The face-to-face of cuib width of <br />32-feet is felt to be neces^ to accommodate future volumes, which could range between 2.000 <br />and 4.000 vehicles per day. Additionally, this east-west facility will accommodate numerous <br />short trips that won’t have to utilize Highway 12 with a more continuous Kelley Parkway. <br />We would suggest that a trail be developed along the north side of Kelley Parkway which could <br />extend to Old Crystal Bay Road and connect to the trail on the east side of that roadway. The <br />trail could, in the future extend east to Willow and beyond Willow ib Brown Road. A <br />connection of this east-west trail could be constructed along the west side of Willow Road to <br />provide access to Highway 12. <br />With the off-road trail along Kelley Parkway, a sidewalk along the south side is not necessary, <br />but would be advantageous for pedestrian usage. <br />Within the area of the Dahlstrom plan, turn lanes are not required to the proposed access. A left <br />turn lane should be provided at Willow. <br />The traffic control at the intersection of Kelley Parkway, with Willow Drive should consist of <br />stop signs on Kelley Parieway. Any stop control along Kelley Parkway, other than with <br />intersections with public streets, such as Old Crystal Bay Road, should not be necessary. <br />Pariting should be prohibited .along Kelley Parkway in order to increase the safety along the <br />facility. There shouldn ’t be any necessity to allow parking along this roadway. <br />Access along Kelley Parkway can be granted ’’more generously” than along an arterial roadway. <br />This is due to its’ function which is like a collector roadway. However, access must be kept to a <br />level * as required ” for each land use development since the more access given, the crash <br />potential increases and the roadway service level decreases. Access consolidation should be <br />considered, when applicable, for new developed parcels along Kelley Parkway. <br />Should a median be desired, for parkway and streetscape purposes, right-of-way and roadway <br />widths will have to be reconsidered. <br />2^3S W09t Highway 3$• St. Paul, MN 551 IS* 651-636-4600* Fax: 651-$35^1311 <br />I <br />!f
