1 <br />MAY 1 2 2003 <br />REQUEST FOR COUNCIL ACTION <br />CITY OF OHO/VO <br />Date: May 12,2003 <br />Item No: 13 <br />Dqpartment Approval:Administrator Reviewed;Agenda Section: <br />Item Description: Accept State Bank of Long Lake & North Tonka Crime Prevention <br />Coalition Donations <br />Exhibits: None <br />DISCUSSION <br />On 4/22/03, both the State Bank of Long Lake and the North Tonka Crime Prevention Coalition <br />donated $2,000 each to the Orono Police Department for the purchase of specialized intermediate <br />weapons for “less than lethal" situations. <br />The police department plans to purchase and train members on an electro-muscular disruption <br />weapon (EMD - Tradename, Taser) as an alternative to physical force. EMDs have been used <br />successfully and generally with fewer injuries both to the subject and the officer in situations <br />where officers must control a violent, resisting, combative, and/or armed subject. <br />Tasers may be deployed from several feet away so physical contact between the officer and the <br />subject is not required. A Taser is considered lower or equal to the asp baton and chemical spray <br />on the use of force ladder due to the lower ir,cidence of injuries and that it has no lasting after <br />effects.
