Mr. Dan Erickson <br />Minnesota Department of Transportation <br />May 5. 2003 <br />Page 3 <br />Effectiveness of the Variance <br />The variance would still allow the bridge to be replaced which is in poor condition. The City of <br />Orono has performed temporary repairs to the bridge to increase its load carrying capacity. <br />Severe deterioration of the steel beams has occurred at the abutments and midspans. This <br />deterioration will continue. The new bridge will have a design loading of HS25 as specified in <br />the MnDOT Bridge Design Manual. <br />Effects on Adjacent Lands <br />The variance would reduce the affects on adjacent lands. Some of the adjacent property owners <br />are built out close to the edge of the roadway. By constructing a narrower bridge, the impacts on <br />the adjacent lands will be reduced. <br />Number of Persons Affected <br />The proposed variance would not have an affect on any of the bridge users. <br />Safety Considerations <br />There are some pedestrians and bicyclists in the area. The bridge would be approximately 4 feet <br />wider than the existing bridge, six feet wider than the pavement approach roads and three feet <br />wider than the approach roads and shoulders. The bridge will be wider than the approach road <br />and shoulders and therefore would not compromise the safety of the pedestrians and bicyclists. <br />Vehicular users and emergency services will benefit from a new bridge with a higher load <br />carrying capacity than the existing bridge. The bridge width as requested by the variance will not <br />impact the safety of the vehicular users and emergency services. <br />After reviewing this information, please call me at (651) 604-4895 to discuss.
