BlufTs <br />Bluff Analysis <br />A bluff analysis was conducted to determine if there is a bluff on the property. The following criteria <br />were analyzed and all were found to be true: <br />1. Part or all of the feature is located in a shoreland area: Yes <br />2. The slope rises at least 25’ above the OHWL: Yes <br />3. The grade of the slope from the toe of the bluff to a point 25’ or more above the <br />OHWL averages 30% or greater: Yes (62.5%) <br />4. The slope must drain toward the water body: Yes. <br />Bluff Impact Zones <br />The top of the bluff is located 84’ from the OHWL at 976.1 ’ in elevation. The bluff impact zone is <br />defined as the land »ithin 20’ from the top of the bluff. Within this zone, no structures or accessory <br />facilities (e.\cept stairways, landings and lock bo.xes) are permitted. The lakeside of the proposed house <br />encroaches about 6 ’ into the bluff impact zone where no structures are permitted. <br />Grading Within Bluff Impact Zones <br />Since the deck of the existing home and the proposed home are located within the bluff impact zone, <br />grading and filling will be required to demolish the existing structure and construct the new structure. <br />Setback from the Top of the Bluff <br />There is also a structural setback of 30’ from the top of the bluff. TTie proposed home is located 15 ’ <br />from the top of the bluff, requiring a variance. <br />Other Comments: <br />City Engineer <br />The proposed plans have been submitted to the City Engineer for review. To date, no comments have <br />been received. <br />DNR <br />The topographic survey, illustrating the proposed home, has been submitted to the DNR Waters <br />Division for review of impacts to the bluff on the property. To date, no comments have been received. <br />Hennepin County <br />fhe County reviewed the application and is supportive of the removal of the garage and concrete <br />driveway from the County Road 19 right of way. The applicant should be aware that a permit will be <br />required for a change in the access to the new home. The County would prefer that a turn-around be <br />provided on-site instead of requiring a driver to back out onto the County road. This would require <br />additional hardcover. No backup apron is currently proposed. <br />History: <br />The lot was platted as part of Bergquist and Wicklund’s Park in 1888.
