f <br />• t^lo <br />TO: <br />FROM: <br />DATE: <br />Mayor Callahan and Orono CouncUniembers <br />Ron Moorse, City Administrator <br />Stephen Weckman, On-site Systems Manager <br />February 2, 1993 <br />SUBJECT: #1791 Blake Bichanich, 332 Westlake Street, Variance - Public Hearing <br />Discussion of Application <br />The applicant requests approval of side lot line variances in order to construct additions <br />to an existing residence. Two adjacent parcels, 324 and 332 Westlake Street, are owned by the <br />applicant who would like to combine the lots and construct an addition which would combine <br />two existing residences to form a single dwelling. The proposed remodel includes a front porch <br />addition on the house to the south of approximately 50 s.f. which would lie within the <br />substandard side yard setback. The addition of basement is proposed on the north house, which <br />currently has a crawl space only. The proposed basement will result in no additional hardcover <br />within the setback area. A tower is also proposed which would attach the two structures. The <br />tower would not encroach into the setback areas and meets the 30 ’ height limitation. <br />The proposed renovation would result in the following: <br />Approxiinately 50 s.f. of hardcover would be added within the side yard setback area. <br />The maximum encroachment into the side yard setbacks will remain the same, 20.1 ’ <br />north side lot line and 12.7 ’ for the south side lot line. The hardcover, including all <br />proposed changes, is well below the required percentages with the exception of the 0-75’ <br />zone which has one existing shed covering approximately 67 s.f. Lot coverage for the <br />combined parcel is approximately 2%. Due to the anticipated combination of these <br />parcels, the applicant has already been assessed for one sewer unit. <br />Planning Commission Recommendation <br />The Planning Commission unanimously approved the variance application with the <br />following conditions: <br />1. The two parcels, 324 and 332 Westlake Street, must be legally combined prior <br />to the issuance of a permit. <br />2. This residence must be hooked up to the City sewer as soon as possible and <br />before new construction is occupied. <br />Please review ti:e Planning Commission packet for further detail. The enclosed approval <br />resolution has lH*en drafted per the findings and conditions set forth in the Planning <br />Commission ’s recommendation.
