Gappa Title Director of Public Services Administrator Reviewed:Agenda Section: Public Service Director's Report Item Dcseription: Assessment Hearing for North Arm Lane Paving Project- Resolution The assessment hearing for this project is scheduled for 7:00 p.m. The proposed assessment is $2,400 per property for the seven properties that have driveway access on North Arm Lane. The assessment is for a 10-year time period at an interest rate of 6.25% which results in an annual payment of approximately $325 per year. The existing road is gravel, and the project includes a $9,000 City contribution which is approximately 35% of the project cost. This contribution is an allowa.ncc for the cost of a pavement overlay on an existing paved road. The following legal notice for the assessment hearing (See attached) was published in the March P' Laker/Pioneer newspaper, and a letter was sent to each property owner notifying them of the assessment hearing. Assessment Appeal Procedure If a property owner wants to appeal the assessment, a notice of intent to appeal the assessment must be filed with the City Clerk prior to the hearing or presented to the Mayor at the as.sessment hearing. An appeal must then be filed with the District Court within thirty days after the assessment hearing. Staff Recommendation The City staff recommendation is that, if no notices of an assessment appeal are submitted to the City, the resolution adopting the assessment be approved. If assessment appeals are filed further, discussion by the Council is recommended. If the assessment is adopted. Council approval is also required for the attached resolution accepting the quotation from Bufl'alo Bituminous for this project. This project cost is less than $50,000, so the City is allowed to solicit competitive quotations for this work. Requests for quotations were sent to three paving contractors, and quotations were received from two contractors with Buffalo Bituminous submitting the lowest quotation. COUNCIL ACTION REQUESTED Motion to approve resolution adopting the proposed assessment for the North Arm Lane Paving Project. Motion to approve resolution accepting the quotation from Buffalo Bituminous, Buffalo, Minnesota in the amount of $19,548 for the North Arm Lane Paving Project.
