Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Public Service Director's Report <br />Item Dcseription: Assessment Hearing for North Arm Lane Paving Project- Resolution <br />The assessment hearing for this project is scheduled for 7:00 p.m. The proposed assessment is <br />$2,400 per property for the seven properties that have driveway access on North Arm Lane. The <br />assessment is for a 10-year time period at an interest rate of 6.25% which results in an annual <br />payment of approximately $325 per year. The existing road is gravel, and the project includes a <br />$9,000 City contribution which is approximately 35% of the project cost. This contribution is an <br />allowa.ncc for the cost of a pavement overlay on an existing paved road. The following legal <br />notice for the assessment hearing (See attached) was published in the March P' Laker/Pioneer <br />newspaper, and a letter was sent to each property owner notifying them of the assessment <br />hearing. <br />Assessment Appeal Procedure <br />If a property owner wants to appeal the assessment, a notice of intent to appeal the assessment must <br />be filed with the City Clerk prior to the hearing or presented to the Mayor at the as.sessment hearing. <br />An appeal must then be filed with the District Court within thirty days after the assessment hearing. <br />Staff Recommendation <br />The City staff recommendation is that, if no notices of an assessment appeal are submitted to the <br />City, the resolution adopting the assessment be approved. If assessment appeals are filed further, <br />discussion by the Council is recommended. <br />If the assessment is adopted. Council approval is also required for the attached resolution accepting <br />the quotation from Bufl'alo Bituminous for this project. This project cost is less than $50,000, so the <br />City is allowed to solicit competitive quotations for this work. Requests for quotations were sent to <br />three paving contractors, and quotations were received from two contractors with Buffalo <br />Bituminous submitting the lowest quotation. <br />COUNCIL ACTION REQUESTED <br />Motion to approve resolution adopting the proposed assessment for the North Arm Lane Paving <br />Project. <br />Motion to approve resolution accepting the quotation from Buffalo Bituminous, Buffalo, Minnesota <br />in the amount of $19,548 for the North Arm Lane Paving Project.
