This required the negotiation of a new contract, which included a number of issues related <br />to presets ing the City’s management rights and authority, as well as the economic issues such as pay <br />and bcnetlts. We have now reached a settlement which does provide the language necessary to <br />preserve the City’s management rights and authority, and also provides pay and benefits adjustments <br />consistent with the City’s other employee groups, and with the market. <br />The key elements of the settlement are as follows: <br />£ay <br />2002: 3.75% increase(same as provided to other City employee groups) <br />2003; An increase sufficient to provide a 9% differential between the top Police Sergeant pay rate <br />and the top Police Officer pay rate. The generally accepted differential in the market is 10%. I'he <br />current differential is 7.75%. Because the Police Officers received a 3% pay increase for 2003, the <br />Police Sergeant pay increase required to provide a 9% differential in 2003 is 4.25%. <br />2004: An incrcu.se sufficient to provide a 10% differential between the top Police Sergeant pay rate <br />and the top Police Officer pay rate. <br />Insurance Contribution <br />2002: Increase from $410 per month to $460.00 per month (same as other City employee groups) <br />2003: $500.00 per month (same as other City employee groups) <br />2004: Re-opencr <br />Premium Holidays (holidays for which time worked is paid at one and one-halftimes the regular pay <br />rate) <br />2002: Five premium holidays!same as Police Officers) <br />2003: Seven premium holidays <br />2004: Seven premium holidays <br />Call Back Time. Court Standby Pav. and Iniur\' on Duty Pav <br />1 hesc are the same as received by the Police Officers(pIease see the attached language) <br />Fmolover Authority <br />The Employer Authority language is as follows; <br />“The Employer retains the full and unrestricted right to operate and manage all manpower, facilities, <br />and equipment; to establish functions and programs; to set and amend budgets; to determine the <br />utilization of technology; to establish and modify the organizational structure; to select, direct, and
