Gappa <br />Administrator Reviewed:Agenda Section: <br />Public Scr\ ice Director’s Report <br />Title Director of Public Services <br />Item Description: Schedule Assessment Hearing for North Arm Lane Paving Project <br />This project began in 2002 and last fall quotations were solicited for this project, but the quotations <br />came in high because it was near the end of the construction season. The quotes were not accepted <br />with the intent to solicit quotations again for project completion early this summer. <br />The deadline for contractor submission of quotations for this is project is scheduled for Monday, <br />February 24th. Information on the quotations received will be provided at the Council meeting <br />Acceptance of the quotation for this project will not occur until after the assessment hearing. The <br />costs provided in this memo are estimates based on the feasibility study. Proposed assessment costs, <br />based on the quotations received, will be provided for the meeting <br />Amount of Assessment and Potential City Financial Contribution <br />At the Public Hearing for this project, the neighborhood residents asked if the City would consider <br />a financial contribution for this project and Council directed staff to research this issue and present <br />possible funding options for this project at the assessment hearing. We have studied the possibility <br />of a City financial contribution for this project and our staff recommendation is that a City <br />contribution for some of the project costs may be warranted for sex eral reasons. The first rea.son is <br />that having this road paved will reduce the City's maintenance costs for grading and crushed rock <br />replacement on this road. This is the only gravel road in this area of the City, so it is incnicicnt to <br />mobili/e the road grader to maintain this one road. A paved road would require less maintenance and <br />will also reduce the amount of sediment in the storm water runoff from this road. .Another reason for <br />City financial participation in this project is that the City currently pays for pavement overlays on <br />other public strecis with no assessments to the neighborhood residents. These pavement overlays <br />also include costs tor repair of poor areas in the pavement and shouldering of the road after the <br />overlay is completed. The equivalent cost of a pavement overlay is $9,000 which is about 35% of <br />the project cost. <br />Page 1 of 2 <br />Mm
