This was an existing residence on a substandard 1 -acre lot in the RR-1B 2-acre zone. The <br />residence was served by a nonconforming septic system which would have required replacement by <br />2010. <br />In February 2001 Mr. Jacques and his contractor, John Thomas Homes, applied for and were issued <br />a permit to demolish the existing residence. It was subsequently demolished <br />In March 2001 Mr. Jacques discussed his plans for construction of a new residence on the property <br />with City staff He was advised of the need for a lot area variance, and of the required 2-acre zoning <br />standards. He subsequently filed a variance application for lot area and side setback variances for <br />a proposed .‘-bedroom home. Misapplication was immediately deemed incomplete because it lacked <br />septic system design infomiation. <br />After hiring a septic site evaluator/designer, applicant learned that the site w ould not support a septic <br />system to scr\ e the size house he intended and in fact would only support a primary standard system <br />for a 3-bcdroom house, with the alternate site requinng a non-standard system type. His request for <br />septic system approval for the new residence was rejected by the On-Site Septic Manager based on <br />the inadequacy of the site to support standard primary and alternate systems for the proposed house. <br />The variance application has never proceeded. <br />Mr. Jacques has requested that the City offer solutions to his dilemma. Staff has reviewed the <br />possible options for septic system use, including the idea of allowing a 3-bedroom house with a <br />standard s> stcm and allowing the alternate system to be ‘non-standard’.
