Gappa <br />Title Director of Public Services <br />Administrator Reviewed: Agenda Section: <br />Public Services Director's Reportm <br />Item Description: Navarre Fire Station Project Development Costs <br />Soil Koriiigs and Report <br />Soil borings will need to be completed for this project in order to proceed with the building <br />foundation design, and the pavement section design for the street and parking lot. We are <br />recommending that S I S Consultants complete this work based on their ability to provide quick <br />service, and their reputation for high quality geotechnical reports. The architectural firm <br />routinely uses S I'S Consultants for these services and is very satisfied the quality of reports <br />received. I he cost for completion ol the soil borings and geotechnical report is $3,1000. <br />Wetland Mitigation Plan <br />fhis project involves the filling ol'wetlands and the completion of wetland mitigation. Our <br />recommendation is that the wetland mitigation be completed on the site. 1 he Wetland <br />Conservation Act rules recommend that the most desirable option is to complete the wetland <br />mitigation as elo.se to the wetland impacts as possible. It is possible to complete wetland <br />mitigation off the project site, but this option is viewed as less desirable. In order to facilitate <br />approv al of the wetland impacts by the Minnehaha Creek Watershed District in an expedient <br />m.inner, onsite mitigation of the wetland impacts is the most desirable option. <br />B»>nestroo Fngineers has prepared a preliminary version of a po.ssible wetland mitigation plan <br />based the worst ca.se scenario of a 2 to I ratio for mitigation of the wetland impacts, fhe <br />w etland rules require a minimum I to I ratio of newly created wetlands versus the amount ol <br />actual wetland impacts. The remaining mitigation to achieve the required 2 to I ratio can be <br />obtained by "Public Value Credits" for items such as wetland bulTers and rain gardens. The <br />.squ.tre footage area of these Public Value items do not receive a full I to 1 credit for wetland <br />replacement. For example this project will impact 10,000 square feet of wetlands which requires <br />a minimum of 10.000 .square feet of new wetlands. Public Value credits can be used to obtain the <br />remaining 10.000 square feet of mitigation required. For this site a plausible scenario is the <br />Page 1 of 2
