White seconded, to reaffirm the original motion, which allowed the <br />property located at 2817 Casco Point Road to develop in conformance with the <br />original site plan attached as exhibit B. <br />Mr. Byrne asked if he could fix the foundation. <br />The Council stated he would be requited to do so. <br />\'OTE: Ayes 4, Nays 0. <br />4. #02-2789/02-2840 DAHLSTROM DEVELOPMENT LLC, “2550’’ WAYZATA <br />BOULEVARD WEST - RESOLUTION NO. 4915 <br />a) REQUEST FOR FINAL APPROVALS <br />b) SALES TRAILER APPROVAL <br />Gaffron explained that on December 9, 2002 the Council voted 5-0 ‘to approve the <br />language’ of the draft with final Council adoption of the Resolution Granting Preliminary <br />Plat approval and General Development Plan approval to occur when MCVVD approvals <br />were granted and any remaining engineering issues were resolved. The motion also <br />included approval of the development fee structure as set out in the staff memos of <br />December 4, 2002 and December 6,2002. Additionally, Council noted that the City would <br />provide the applicant a letter defining the City ’s support of the project, at the applicant’s <br />request. On January 14, 2003, staff. Wallace Case, and the applicant reached an agreement <br />on which aspects of the specific recommend.itions of the landscape plan were incorporated <br />as requirements. <br />As the applicant’s bank has suggested that the Ciiy ’s approval is key to completion of the <br />financing for purchase of the land, Gaffron reported that the applicant has requested that <br />Council grant General Development Plan and Preliminary' Plat approval by adopting the <br />proposed Resolution, subject to conditions necessary to give the City assurance that the <br />City ’s interests in the project are protected. The purchase must be closed by the Februao <br />7, 2003 option expiration date. <br />Gaffron pointed out that the Stonebay Development property is one of a small number of <br />areas the City has guided for higher density residential development to enable a broader <br />range of housing options. Late in the development review process, the issue of providing a <br />number of units at affordable cost levels was introduced, the developer proposed to <br />subsidize a small number of units to reduce the price. The subsidy was going to cost the <br />developer $200,000 to 5300,000. At the time, the Council felt this to be a small token <br />effort to make a small number of units more affordable. It was then suggested the money <br />be placed in an affordable housing fund to be used for future affordable housing projects. <br />The developer indicated this would be agreeable as long as the City had a program in place <br />PAGE 6 of 28 <br />MllaMUi
