r <br />t <br />Request for Council Action continued <br />Page 4 of 4 <br />January 27,2003 <br />North Long Lake East Sewer Extension <br />Staff Recommendation <br />Our recommendation is that the costs for sewering the entire area A be used to determine an <br />appropriate connection fee for Mr. Crotteau, and that the City complete a project to extend the sewer <br />across his property with a service stub for the property. The property owner would pay the project <br />connection fee of $16,000 plus provide easements, at no cost, for extension of the sewer across his <br />property. The property owner will then be responsible for the costs in hiring a licensed plumber to <br />install a grinder pump station and connect to the scr\ ice stub. Mr. Crotteau i.s currently working on <br />his house addition and will need sewer this spring. <br />Hast North Long Lake Sewer Project - Phase II <br />Completion ol Phase I of the area A sewer project would provide sewer service for Mr. Crotteau this <br />spring. The easternmost property owner has expressed an interest in obtaining sewer. However, <br />sewering of this property would require installing sewer across the entire Area A. Without <br />participation from the property owners in the middle of the project area; either the easternmost <br />property owner has to pay the entire cost for the sewer extension to his property, or the City would <br />have to pay for the project and hope to recover these costs through future connection fees. <br />Phase II Cost Allhfwtlon RecomnuMidaHoii <br />Our rectinunendation is that it is not in the best interests of the City to be rcspansiblc for the holding <br />costs to complete this project without any a.ssurance of recovering these costs. In order to sewer the <br />entire area A the eastern most property owner would have to pay the entire cost, or convince the <br />neighborhood residents to request an assessment sewer project. <br />COUNCIL Al l ION RKgUKSTKI) <br />1. Review and discuss possible options for the extension of sewer to serve the North Ixrng Lake <br />hast MUS.A e.xpansion area and Mr. Crotteau ’s request for extension of sewer service to <br />I40.S Sixth Avenue North. <br />2. Motion to approve the statTrecommendation regarding the allocation ofcosts to the Crotteau <br />pro|K*rty for the extension of sewer service.
