I <br />A <br />«02-2854 <br />1973 Fagerness Point Road <br />January 16.2003 <br />Pages <br />maintaining the shoreline might be possible, including vegetative plantings, for instance. <br />However, more intrusive methods to ensure no future slump of the lakeshore bank would <br />entail a wholesale reshaping of the shore with a gradual slope from the house to the lake <br />incorporating layered fabric. This method would not be in keeping with the goal ol <br />preserving the character of the shore. <br />Staff Kcrommendatioa <br />If Planning Commission concludes that the boulder wall system is appropriate for restoration of this <br />site, staff recommends approval of Option 1, with the addition of the gutters and downspouts, <br />because it brings the walkout level elevation back to what it was originally. While from a precedent <br />standpoint staff would prefer that the sideslopes also be restored, the negative aspects of such <br />restoration may outweigh the positive maintenance and stability (and safety) aspects of the more <br />gradual slopes resulting from Options 1-3. <br />Aspects of the proposed landscape and boulder wall design that are important to the success of this <br />project should be noted in any recommendation forthcoming from the Planning Commission, and <br />should include as a minimum: <br />1. Strict adherence to the revegetation and planting plan to ensure adequate screening or <br />soAening of the wall system as well as the building facade, and to provide long term soil <br />stability. <br />2. Construction of the boulder wall system by a highly qualified contractor and/or under the <br />direct supervision of same. <br />3. Adherence to the required grades, and proper construction of the “first-flush” system and <br />installation of gutters/downspouts to result in the degree of water quality control the plan <br />intends to accomplish. <br />Options for Action <br />1. Recommend approval per staff recommendation and add any additional conditions you feel <br />arc appropriate. <br />2. Table for further information (specify). <br />3. Recommend denial (stale reasons). <br />4. Other. <br />Note that the remaining issues on the property will apparently be on you February agenda for review. <br />It would be staff s intent to bring the boulder wall to Council as soon as possible for action so that <br />the applicant can begin restoration work this winter if feasible.
