TO; <br />FROM: <br />DATE: <br />Mayor Peterson and Council Members <br />Ron Moorsc, City Administrator i <br />January 14,2003 <br />SUBJECT : Navarre Fire Station <br />Building Parameters and Site Planning <br />There are a number of issues that affect the design of the Navarre fire station, and the layout of the <br />building on the site. I'hese issues need to be addressed so that direction can be given to the <br />Construction Committee and the architect for the schematic design of the building. The key issues a: v <br />as follows: <br />•• The Park Commission has indicated it would like to see a hockey rink located on the property. Also, <br />the use of the northerly portion of the property, from a parks perspective, needs to relate to the future <br />regional recreational trail on the Dakota Rail corridor, which runs along the northern boundary of the <br />property. <br />- Council member Nygard has suggested that the new fire station building could serve as a sort of <br />community center for the Navarre area. <br />- Three key design issues, which relate to the operation of the station, will have a major affect on the <br />lavout of the station on the site. 1 hese are: <br />-Does the station need to be a drive-through station? <br />-Does the station need to front on County Road 15? <br />-Does the station need an egress option in addition to County Road 15? <br />'Hie Construction Committee has asked Mark Ducharme, Excelsior Fire Chief, to provide advice and <br />nssisiancc regarding both the Navarre fire station design and layout, and the transition away from <br />Mound lor lire .service to the Navarre area; since the Excelsior Fire District is currently building a <br />neighborhood fire station, and has recently been involved in a major firefighter recruitment effort. <br />C'hicf Duchaniic has indicated ideally the station would be a drive-through station to avoid requiring <br />the trucks to back into the station. Rut the station does not have to be a drive-through. He also <br />indicated the station should not have its main access onto County Road 15, due to the high trafllc levels. <br />Based on this advice, .stafl' has developed a concept option that creates an extension of Livingston <br />Avenue to County Road IS, and fronts the tire station on the Livingston Avenue extension. This <br />enables ea.sy access to either County Road 15 or Livingston Avenue. <br />- llie Council has discussed the extension of Livingston Avenue from the towuhouse development to <br />County Road 15 to provide access to the northern ptulion of the City property, and to provide an <br />alternate access for the townhouse development.
