A ________ <br />The Planning Commission reviewed this application on April 19, 1999 and <br />recommended approval on a vote of 6 to 0. <br />4. The Planning Commission made the following findings of fact <br />A Much of the existing hardcover on the propen>' could be removed, <br />however, the rock is not underlain by any impervious m.v»enals Also <br />the rock located around the driveway protects this portion of the property <br />from erosion as much of the drainage in the locality follows the slope <br />Planting grass would create a maintenance problem as a steep slope <br />exists <br />B The rock on the lakeside of the home (all outside of the 75' setback) is <br />located in an area that does not receive any sunlight, preventing grass <br />from growing in that area. <br />C The gravel parking area located on the north part of the propert>* benefits <br />the locality as it is used for parking by the homeowners and provides an <br />area for snow storage The applicants have slated plowed snow is stored <br />on their property Rest Point Circle is a narrowly planed road and no <br />storage area is available along the side of the street <br />D. Existing landscaping and the location of the house will screen the deck <br />from adjacent property owners <br />5. The City Council finds that the conditions existing on this property arc peculiar <br />to H and do not apply generally to other property in this zoning dis’rict, that <br />granting the variance would not adversely affect traffic conditions, light, air nor <br />pose a fire hazard or other danger to neighboring property, would not merely <br />serve as a convenience to the applicants, but is necessary to alleviate a <br />demonstrable hardship or difficulty; is necessary to preserve a substantial <br />property right of the applicants, and would be in keeping with the spinl and <br />intent of the Zoning Code and Comprehensive Plan of the City! <br />6.
