Icvcc. dike, pile, bridge, <br />abutment, projection. e.\cavation. channel rectification, culvert, building, wire, fence, <br />stockpile, refuse, fill, structure, or matter in. along, across, or projecting into any channel, <br />watercourse, wetlands or regulatory flood hazard area which may impede, retard or <br />change the direction of the flow of water, either in itself or by catching or collecting <br />debns earned by such water, or that is placed where the flow of water miglit carry the <br />same dow nstream to the damage of life and property <br />(1) \atnrcil obstruction means any rock. tree, gravel or analogous natural <br />matter that is an obstniction and has been located w ithin the floodplain by <br />a nonliuman cause <br />(2) Artificial obstruction means any obstruction which is not a natural <br />obstruction. <br />Ortlinary high uatcr lexel tOHH'I.} means the boundary of public w aters and <br />wetlands, and shall be an elevation delineating the highest water level which has been <br />mamtamed for a sufficient period of time to lca\ c evidence upon tlie landscape, <br />commonly that pomi where the naiiiral xcgciatioii changes from predominantly aquatic to <br />predominantly terrestrial.
