Mill <br />I <br />L <br />Undesirable plant species (inclu '.ingbul not limited to reed canary <br />grass, common buckthorn, purple loosestrife, leafy spurge and <br />noxious weeds), or <br />b. <br />c. <br />Lacking a la>er of organic thatch or duff, or <br />Topography which tends to chaiuidize the flow of surface runoff. <br />Is characteristically unlikely to retain nutrients and sediment. <br />Buffer aicas which ha\c been broken or cultivated w ulun the past ten (10) <br />consecutive years must be restored to a condition consistent with an <br />acceptable buffer area defined in Section 7S-1605(b)(l). a restoration or <br />landscape plan must be submitted to the Planning Director, which <br />restoration shall include, replanting and maintaining according to each of <br />the follow ing guidelines; <br />a.Buffer areas shall be planted w ith a seed mi' containing one <br />hundred (100*/o) percent percimial native plant species, except for a <br />one-timc planting of an annual nurse or cover crop such as oats or <br />rye. <br />Tlic see * 10 be used shall consist of at least twelve (12) pouiid.s <br />pure live sw .-d ^PLS) per acre of nativ c prairie gia.ss .seed and fiv e <br />(5) pounds PLS per acre of nativ c forbs Native prairie grass and <br />native forb mixes shall contain no fewer than four (4) and five (5) <br />species respectively. <br />c.Tlie annual nurse or cover crop shall be applied at a rate of twenty <br />(20) pounds per acre. <br />Native shnibs and or trees may be substituted or used in addition to <br />forbs and grasses. Such shnibs may be bare root seedling and shall <br />be planted at a rate of sixty (60) plants per acre Shrubs shall be <br />distributed so as to provide a natural appearance and shall not be <br />planted in tows. <br />Native pramc grasses and forbs shall be planted by a qualified <br />contractor. <br />No fcitilizcr shall be used in establishing new buffer /ones, except <br />on highly disturbed sites when deemed necessary to establish <br />acceptable bufTcr vegetation and then limited to amounts indicated <br />by an accredited soil testing laboratory.
