Minnesota does ordain as follows: Sec. 78-1102 Findings of Fact (a) The Hood hazard areas of the City of Orono, Minnesota, are subject to periodic inundation which results in potential loss of life, loss of property, health and safety hazards, disruption of conunercc and governmental services, extraordinary public expenditures for flood protection and relief, and inipairmcnt of the tax base, all of which adversely affect the public health, safety , and general wclfaie (b) .Methods Used to Analyze Flood Hazards. I hi.s Ordinance is based upon a reasonable method of analyzing flood hazards which is> consistent with the standards established by the Minnesota Department of Natural Res .rces Ic) National Flood Insurance Ihopam Compliance.
