FIN15INOS OF FACT AND PURPOSE <br />See. 78-1101 Siaiulory Authori/ation. <br />The legislature of the State of Minnesota has, in .Minnesota Statutes Chapter 103F ar.J Minnesota <br />State Statute 462 35'' delegated the respons.bility to local government units to adopt regulations designed to <br />mminuzc flood losses Therefore, the City Council of the City of Oiono. Minnesota does ordain as follows: <br />Sec. 78-1102 Findings of Fact <br />(a) The Hood hazard areas of the City of Orono, Minnesota, are subject to periodic inundation <br />which results in potential loss of life, loss of property, health and safety hazards, disruption of conunercc and <br />governmental services, extraordinary public expenditures for flood protection and relief, and inipairmcnt of <br />the tax base, all of which adversely affect the public health, safety , and general wclfaie <br />(b) .Methods Used to Analyze Flood Hazards. I hi.s Ordinance is based upon a reasonable <br />method of analyzing flood hazards which is> consistent with the standards established by the Minnesota <br />Department of Natural Res .rces <br />Ic) National Flood Insurance Ihopam Compliance. This Ordinance is adopted to comply w ith <br />the rules and regulations of the National Flood Insurance Program codified as 44 Code of Federal <br />Regulations Parts 59 -7S. as amended, so as to mamtaun the comnuinity s eligibility in the National Flood <br />lnsurjr.ee Program <br />See. 78-1103 Statement of Purpose <br />It IS the purpose of this Ordinance to promote the public health, safety, and general wclf.irc and to <br />mmimize those losses desenbed in Section 78*1102(a) by provisions contained herein <br />DIVISION 2 GENFR.M.
