|ih rWAJl. <br />Woodh.lI Avenue Residents May 4. 1999 <br />3. Woodhill Avenue shall not be used as an entrance or exit by the general <br />public. <br />4. Use of the Woodhill Avenue access shall only be allov^’cd during the hours of <br />7:00 a.m. to 8:00 p.m <br />5. The Country Club shall not expand its west driveway between the <br />nur'nlenance building and Woodhill Avenue <br />6. The Country Club shall iwit install any bituminous piving on its driveway <br />connection to Woodhill Avenue. <br />7. The Country Club shall install a card controlled gate system on the driveway <br />conneetion to Woodhill Avenue, which limits access to card holders and <br />which records every vehicle using the driveway. <br />8. On a monthly basis, the Country Club shall furnish to the City a complete t.nd <br />accurate report from the card reader system, wliich documents the actual <br />number of vehicles using the driveway each day of the month <br />9. If the avenrge weekday use exceeds 1S vehicles per day or if the average <br />weekend day use exceeds 30 vehicles per day, the Country Club commits to <br />initiating immediate actions to reduce volume usage to the limits of IS <br />vehicles per day on weekdays and 30 vehicles per day on weekend days <br />10. The City shall review the conditional use permit granting this access approval <br />on an annual basis. If the Club’s usage of the driveway exceeds the limits <br />defined in condition 9. on two or more months or if other problems develop, <br />the City has the full and complete authority to impose other conditions or to <br />revoke the access permit and completely prohibit the Country Club from using <br />Woodhill Avenue <br />11 The City shall install two bituminous speed humps on Woodhill Avenue, with <br />the costs to be reimbursed by the Country Club. We would suggest using the <br />City of Minneapolis standard, which is a hump three inches high, 12 feet long, <br />and across the fUll width of the roadway. The most westerly hump should be <br />250 feet cast of Ofono Orchard Road, ond the second hump should be 250 feet <br />farther to the east. <br />12. The City shall install a stop sign on eastbound W'oodhill Avenue at W’oodhill <br />Ridge. <br />13. The Country Club shiJI install “do not enter” signs on the driveway withi.'i <br />their site to clearly inform Country Club users that the d.'ivcway cannot be <br />used for exiting purposes. <br />14 The City shall implement the following three changes to enhance the safety <br />for rcsidenU traveling westbound on Woodhill Avenue to Orono Orchard <br />Road: <br />Trimming the branches that overhang the westbound portion of <br />Woodhill Avenue fiom the evergreen trccs fur the home at 190 Oiono <br />Orchard Road <br />Installing a stop sign in the northeast comer of the Orono Orchard <br />RoadAVoodhill Avenue intersection for westbound traffic on Woodhill <br />Avenue. <br />Trimming the brush for a distance of about 10 feet in the southwest <br />comer of the Orono Orchard Road/Woodhill Avenue intersection
