Traffic Saf*l> Concerns: Impact on Woodhill Avenue <br />Comments from Uie Woodhill Ridge neighborhood indicate a concern with safety, <br />related to the conversion of Woodlull Avenue from what has functionally been a <br />private, low-traffic tul-dc-sac to a somewhat busier through road serving a <br />quasi-commercial use. The impact of additional traffic due to Club usage of the <br />public road is proposed to be minimized by adding new, more restrictive traffic <br />controls. The publi'* road ponton of Woodhill Avenue will no longer function as the <br />mere extension of a 6-fomily private road. <br />The Club was advised to investigate and address the impacts of die proposed access <br />on Wooditill Avenue and the surrounding neighborhood. Tlte Club's initial submittal <br />addresses the topic of traffic impacts on pages 8-9 ofKxhibit I (PLEASE RE.'\D’!). <br />The Club's points are summarized as follows; <br />- The proposed access will be very limited in scope <br />The impact on the three homes accessing directly to Woodhill Avenue <br />will be no greater Uuai it w'as when those homes were built. <br />• The 3 homes with driveways accessing to the private road portion of <br />Woodhill Avenue, w ill have no Club traffic directly in front of them, <br />and will have no problem entering or c.Mting their driveways. <br />- Woodhill wall periodically remind members using the access of traffic <br />rules and safety concerns <br />• The gravel road. 10 mph speed limit, and wrst-bound stop sign at the <br />point where the driveway enters Woodhill Avenue, all will act to keep <br />the access sale. A Uuce-way stop could be established if the <br />neighborhood desires. <br />• The proposed traffic controls and low level of use will yield a greater <br />measure of pcdcstrian/child protection than most City strcct/privatc <br />road intersections <br />- The proposed level of traffic is not considered high for a local <br />residential public street <br />• The impact on Orono Orcliard Road traffic levels will be minimal <br />since most anticipated users would otherwise use Orono Orchard Road <br />to and from Co. Rd. IS <br />The Parsons BrincknhoCf traffic study submitted by the Club is summarized later in <br />this memo. Note that although Woodhill Avenue is 24' paved width rather thxm the <br />City's 28' standard for a public residential street, sta£f docs not view this as a limiting <br />factor for the level of traffic currently proposed by Woodhill.
