On one hand, the City <br />generally avoids mixing commercial traffic with residential traffic. On the other hand, a country club is a <br />conditional use inaresidendal zone. Also, in this case, although the amount oftraffic proposed to be added <br />to Woodhill Avenue appears to be witliiu the range oftraffic volumes that can be safely accommodated <br />by the roadway, the current character of the roadway is a low volume street. The additional trafTic will <br />refiect both a significant increase in traffic level and a significant change in the character of the roadway. <br />To reach a conclusion. Planning Commission should strive to find an appropriate balance between the <br />interestsofthe Club versus the interests of the tesidtnls. This could in\ olve establishing conditions tlut will <br />mitigate the potential impacts. <br />Please refer to the Issues for Consideration on pages 5 and 6 to assist in year review of this appliactiom <br />Any recommendation for approval or Umitol approval ofthc Gub’s request should be accompanied by <br />whatever additional conditions or limitations you conclude arc appropriate.
