VOTE: Ayes: S, nays 2. <br />Motion passed. <br />Gaffron stated to Mr. Mischke that the application will go before City Council Monday, March <br />22.2004. <br />(#3) 04 2974 RELIANCE DEVELOPMENT COMPANY “STONEBAY <br />MARKETPLACE”, NW QUADRANT H>VY 12AVILLOW DRIVE (OUTLOT A, <br />STONEBAY) COMMERCIAL SITE PLAN REVIEW. REZONING, CO.MPREHENSIVE <br />PLAN AMENDMENT. AND SUBDIVISION (6:25-0:40 P.M.) <br />Clinir Smith stated that this is solely a Comp Plan Amendment discussion. <br />Mr. Trask and Mr. Johnson, the applicants, were present. <br />Planning Director Gaffron explained that the meeting packet that Commission received didn't <br />include backsides of pages and there is a new packet in front of you containing the conect pages. <br />Gaffron stated this is a request for a Comp Plan Amendment for a re-zoning of property at the <br />NW comer of Highway 12 and Willow Drive. The applicant has been before the Commission a <br />number of times in the last few months. It was reviewed at the February 17 meeting at which <br />time the Commission concentrated on a list of acceptable uses for re-zoning the property (Exhibit <br />G attached). The request was tabled and a joint work session with Long Lake Planning <br />Commission was held March 3, 2004 where a discussion of current and pending activuies along <br />Highway 12 was held and discussed whether re-zoning this site might impact redevelopment <br />efforts in Long Lake. After reviewing this project over the last few montlts staff concluded that <br />the applicant needed some guidance that resulted in the .March 1, 2004 letter to Uie applicant <br />(Exhibit B). <br />Based on the fact that that applicants have been advised to come up with a different site plan it is <br />critical, from a timing standpoint and for the applicant, that the Commission reach a conceptual <br />conclusion on whether or not the Commission is ready to establish parameters and go ahead with <br />the Comp Plan Amendment and a re-zomng. Formal action is not being sought at this time, but <br />direction from the Commission is needed conceptually, that if the number of conditions you <br />established can be met that the Commission is willing to make that comimtment and that would <br />be taken by staff to the City Council next Monday. March 22. The recommendation on the Comp <br />Plan Amendment must be made at this meeting in order to conform to the statutory 120-day review <br />period, which ends April IS (prior to the next commission meeting). <br />Staff recommends that Planning Commiuion:
