The memo was in the Council ’s 8-26-02 packet as inform.uion only (no action required), no discussion resulted, hence the changes were deemed accepted; however, the phasing language did not get added to the City record copy nor to the copy recorded at Heimepin County as Document No. 3706843. Nevertheless, the phasing language should henceforth be considered as having been approved.
