In June 2003 the Council adopted Resolution No. 4993 granting a CUP per Section 10.50 <br />Subd. 3(A)(4) to permit the construction of a private motor fuel station to support the body shop, auto <br />prep and wholesaling aspects of the use, and granted amendments of the prior approval to allow <br />refinisliing of the west facade of the existingbuilding witli EIFS (Exterior Insulation Finish System) to result <br />in a more unifomi look to thebuilding, and to allow construction of a 40-foot bituminous driveway from <br />the east parking lot to the east property line. <br />In October 2003, due to delays caused primarily by conditions imposed by the Minnehaha Creek <br />Watershed District related to wetland buffer and easement requirements, via Resolution No. 5059 WJM <br />Properties was granted an extension of tlie prior approvals to December 31,2004, or an extension of 16 <br />months; and was allowed to temporarily place a fence in place of thebemis and plantings at the nonh end <br />of the east parking lot. <br />In November 2003 WJM Properties was granted approval viaresolutionNo. 5084 for an addition to the <br />existing detached garage at the rear of the site. <br />Tlic current application is primarily a result of the applicant’s insurance company apparently requiring <br />additional parking lot lighting for safety and security purposes. <br />Site Grading, Drainage and Parking Lot Layout <br />Tire approved site plan for tire easterly parking lot included 4 planting islands w'lrich functionally and visually <br />separated the lot into three segments - north, middle and south. The four existing 45' high light standards <br />were to be replaced with 25' poles. <br />During Monties early use of the property it became apparent that the existing stomiwater drainage systems, <br />both above and below ground, were in poor condition and needed to be replaced and modified. In <br />conj unction with repaving the parking lot, it was detemiined that a central drainageway was needed to <br />accommodate site drainage, and this was proposed as a consolidation and expansion of the northerly two <br />landscape islands. Staffhas approve.'lis reconfiguration, including replacement of an equal square footage <br />of lost paved parking area, which /ill be recovered at the south end of the lot where it will have no new <br />impacts. <br />I
