MLNUTES OF THE <br />ORONO PLANNING COMIVUSSION MEETING <br />Monday, September 20,2004 <br />6:00 o'clock p.m. <br />(#04-3052 Eric Vogstrom, Continued) <br />Barbara Essen, 264b Casco Point Road, stated they have spoken with the applicant regarding the issue <br />o'" dramage and that the applicant has indicated he is more than willing to ensure that drainage from this <br />lot will not affect their lot. <br />Jeff Essen stated the first plan did not show a swale, with the recent plan showing a swale. Essen stated <br />the applicant has also indicated he woc.’4 be installing gutters and dowmspouts, which would also help to <br />alleviate their concerns regarding runoff. <br />Barbara Essen stated they are not opposed to the larger driveway since parking along Casco Point Road <br />is a problem at times. Essen indicated the applicant has also expressed a willingness to preserve the <br />nicer trees on this lot, noting that a number of larger trees were lost as a result of a storm in 1997. <br />Vogstrom stated the preservation of the trees is also one reason why he would like to have appros'al of <br />the 10-foot encroachment into the nght-of-way. Vogstrom stated the .najoriiy of the trees arc located on <br />the south side of the lot. <br />Alan Greene, 2645 Casco Point Road, stated he is located across the street from this lot. and that in his <br />opinion the proposed hardcover for this lot is excessive. Greene stated his residence is approximately <br />1200 square feet on a lot that is approximately the same size and that the lot in question is being <br />overbuilt. <br />Vogstrom stated Greene’s footprint is 1374 square feet and his garage is 695, for a total footprint of <br />over 2,000 square feet. <br />Fritzler stated he does not see the need for the 57.9 percent where 25 percent is allowed and 26.4 <br />percent currently exists. Fritzler stated he docs not sec the hardship for the increase in the hardcover. <br />Fritzler stated he is also opposed to the 10-foot setback. <br />Bremer inquired what number Fritzler would like to sec for this lot given its rc itrictions. <br />Fritzler stated he would be willing to approve 27 percent hardcover for this lot, but that he does not see <br />any justification for the additional hardcover or encroachment. <br />Kcinpf stated he is in agreement with Fntzler and that the plan appears to have been laid out without <br />any consideration for the hardcover restnctions. Kempf inquired whether the applicant would be adding <br />a deck or patio in the future. <br />Vogstrom stated a deck is included in his current plans and that he does not intend to add a patio in the <br />future. <br />Bremer indicated she feels the 27 percent is low given the restrictions of this lot. <br />Rahn commented he also feels this is a hardship lot but that it does not justify the 57.9 percent <br />hardcover being proposed. Rahn stated in his vnew more effort needs to be made to reduce the <br />hardcover and that the structure could also be reduced to eliminate the need for the side street setback <br />^•ariancc. <br />PAGE 22
