New Public Works Staffing <br />Due to a reorganization, a public works maintenance position has been added without increasing <br />costs. With the elimination of the Public Works Superintendent position, the Public Works <br />Department has been operating with a Public Works Director and two interim working foremen. <br />This structure has resulted in substantially increased productivity, and has facilitated much <br />discussion about priority public works maintenance needs. The needs in the areas of stormwater <br />drainage, improved maintenance of the water system (i.e. initiating a regular program of hydrant <br />flushing and repairs of water shut-off valves) and improved maintenance of the sewer system <br />(i.e. increased monitoring of lift stations, and increased cleaning and televising of sewer lines) <br />are well beyond the capacity of the current staffing level. At minimum, an additional full-time <br />maintenance position is needed. <br />The cost of a full-time maintenance position, and of the additional pay level of the two working <br />foreman positions, is equivalent to the cost of the former Public Worlu Superintendent position. <br />The additional maintenance position can be added without increasing costs. <br />Adoption of Preliminary Budget and Tax Levy <br />The City is required to adopt a preliminary budget and tax levy, sc that the levy can be certified <br />to the County by September 15, After adoption of the preliminary levy, the levy cannot be <br />increased, but can be reduced, prior to adoption of the final budget and levy in December. <br />Resolutions adopting the preliminary 2005 budget and tax levy are attached for Council <br />adoption. <br />COUNCIL ACTION REQUESTED <br />1.
