V <br />REQUEST FOR COUNCIL ACTION <br />AUG 2 3 2004 <br />Date: EWAvu <br />Item No ^ ^ <br />Department Approval: <br />Name: Melanie Curtis <br />Title: City Planner <br />Administrator Approval:Agenda Section: <br />Zoning <br />Item Description: #04-3039 — City of Orono — Floodplain and Wetlands Management - <br />Ordinance ________________ <br />List of Exhibits: <br />A - PC Memo as of August 11,2004 <br />B - Summary Ordinance (to be distributed at Monday’s meeting) <br />As the Council is aware, Planning Department staff has spent the last several months working on <br />mandatory revisions to the floodplain regulations within the Floodplain and Wetlands <br />Management Ordinance. As part of that process the Wetland regulations were also updated. <br />Please refer to the public hearing staff report to the Planning Commission (attached as Exhibit A) <br />for more information and a detailed summary of changes in each ordinance. <br />The Planning Commission held a public hearing on Monday, August 16, and approved the draft <br />ordinances unanimously. <br />There is a sense of urgency with the adoption of the ordinances as FEMA has set September 2"‘* as <br />the deadline for local governments to have updated ordinances in place. Missing this deadline <br />means that our residents who currently have flood insurance will no longer be eligible. Should <br />you have any questions or concerns with the proposed draft ordinances please contact staff during <br />the day on Monday, August 23'** if possible in order to have your questions or concerns addressed <br />prior to the meeting. Additionally, if Council finds that there are certain elements of the <br />ordinances that require further study, those elements should be removed for review over the next <br />few weeks, and the remainder adopted. <br />The Summary Ordinance is cunently being drafted and will be distributed at Monday’s <br />meetine. ______________________ <br />Planning Commbsion Recommendation <br />On August 16,2004, Planning Commission voted 6 - 0 to recommend approval of the ordinances. <br />Staff Recommendation <br />Adoption of the attached Ordinances. <br />* <br />i <br />COUNCIL ACTION REQUESTED <br />Adopt or mnend the attached Ordinances.
