Gappa <br />Title Director of Public Services <br />Administrator Reviewed: Agenda Section: <br />Public Services Director's Reportm <br />Item Description: Big Island Access Lane MCWD Wetland Buffer Cooperative Agreement <br />The Council recently adopted a resolution approving Zoning Application File #04-2997 granting <br />a Variance and Conditional Use Permit for the construction of a 10’ wide gravel access lane on a <br />90 ’ wide platted Right of Way on Big Island. <br />The Minnehaha Creek Watershed District has approved a permit for the construction of this <br />Big Island access lane contingent upon the City of Orono approving a Cooperative Agreement <br />with the MCWD for wetland buffer protection. This agreement requires the City to maintain <br />the buffer area in an unmowed natural state. The buffer location is shown on Attachment A. <br />This Right of Way area has historically remained in a natural unmowed state, and the City has <br />no plans to further develop or increase the maintenance of the vegetation on this site. <br />The staff recommendation is for Council approval of the Cooperative Agreement between the City <br />of Orono and Minnehaha Creek Watershed District for tlie Big Island Access wetland buffer <br />protection. <br />COUNCIL ACTION REQUESTED: <br />Motion to approve the Cooperative Agreement between the City of Orono and Minnehaha Creek <br />Watershed District for the Big Island access wetland buffer protection. <br />1 <br />, !
