foot that we had previously offered the other property owners in the project area. This <br />is a generous offer as Hennepin County has the property valued at only $1,000 for tax <br />purposes and he is paying $7.00 per year in taxes on this parcel. I have not received a <br />response from the property owner yet, but hopefully he will respond before the Council <br />meeting. <br />Recommended Project <br />The staff recommendation is for a project to continue the existing system for the water <br />from the south side of Birch Lane into Crystal Bay, and then to drain the water from <br />the north side of Birch Lane along the west side of Baldur Park Road into North ArmW' <br />Bay. The first preference would be to obtain an easement across the small unbuildable <br />parcel, and if this is not feasible to obtain easements from the two property owners on <br />the south side of the vacant parcel. We have previously offered $2.00 per square foot <br />for easements in this project. <br />If it is not possible to obtain the necessary easements in a timely manner, and for a <br />reasonable cost, our reconunendation is to drain the water from both sides of Birch <br />Lane south to Crystal Bay. This option would involve the installation of two new <br />10 ”pipes in the right of way along the east side of Baldur Park that would outlet into <br />the existing 18” culvert under North Shore Drive. Removal of the landscaping that has <br />been planted in the city right of way would be required for this option. Preservation of <br />the landscaping would require installation of the pipes in the pavement which is not <br />recommended because of increased costs, and the potential for pipe damage and frost <br />heaving of the road because of the shallow depth of the pipes. <br />Caution <br />It is important to caution the neighborhood residents that, although the proposed project <br />will provide substantial drainage improvements that will be effective for smaller rain <br />events, they will be less effective for large rain events. Because of the flat topography <br />and low level of this area in relation to Lake Minnetonka, and especially when there is <br />a high lake level, temporary ponding of water in the street and in the yards in this area <br />may still occur during large rain events. <br />Funding <br />Because all of the improvements to be made as part of this project are directly related to <br />solving drainage problems, it is recommended that this project be fully funded from the <br />City’s Storm Water Fund.
