Gappa <br />Report <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Public Services Director ’s <br />Item Description: Birch Lane Drainage Informational Meeting <br />July n'** Informational Meeting <br />The Council held an informational meeting at the July 12“' meeting to discuss the <br />proposed project and obtain feedback from the residents regarding the various options <br />for this project. . Public comments were received from sevetal neighborhood residents <br />and an additional informational meeting was scheduled for July 19'" in the <br />neighborhood. <br />Two options were presented for consideration. One option was to drain all of the water <br />from the intersection south to Crystal Bay in which case there would be minimal <br />treatment of the water draining into the lake. The other option was to maintain the <br />existing drainage to Crystal Bay for the south side of Birch Lane, and then to divert the <br />drainage from the north side of Birch Lane to North Arm Bay which would provide for <br />filtration of the stormwater through a large wetland before discharge into the lake. <br />The second option was preferred because it would provide more treatment of the <br />stormwater. However, this option requires easements to cross several back yards in <br />order to reach the wetland adjacent to North Arm Bay, and the property owners were <br />concerned about the impacts of an easement severing their yards. <br />Several of the comments received were regarding historic drainage of water north along <br />the east side Baldur Park Road from the Birch Lane intersection. This old drainage <br />system is no longer functional because the Birch Lane street overlay shifted the <br />drainage to the south, and the driveway culverts and ditch section to the north have <br />been removed as new driveways were constructed. The residents preferred the option <br />utilize the wetland to the north, and the suggestion of utilizing an existing culvert <br />further to the north under Baldur Park or crossing a small undeveloped parcel to drain <br />the water into the North Arm Bay wetland were discussed. <br />The Council scheduled the July 19 “’ informational meeting at the project site for City- <br />staff to meet with residents and evaluate options to drain the storm water into North <br />\
