A RESOLUTION APPROVING <br />AMENDMENT #2 OF THE <br />2000-2020 CITY OF ORONO <br />COMMUNITY MANAGEMENT PLAN <br />REGARDING STONEBAY OUTLOT 2 <br />WHEREAS, theCity of Orono is a municipal coiporation located within Hennepin County <br />and within the planning jurisdiction of the Metropolitan Council; and <br />WHEREAS, in accordance with the Metropolitan Land Planning Act of 1976 and its <br />amendments, and with Minnesota Statutes Chapters 462 and 473, the City of Orono in November 2001 <br />adopted a comprehensive municipal plan known as the 2000-2020 City of Orono Community Management <br />Plan (also referred to as the 2000-2020 CMP) to provide for the orderly development of the City. An <br />integral element of the 2000-2020 CMP is the Land Use Plan which establishes alIov\ cd uses for property <br />within the City; and <br />WHEREAS, the City received a request from the property owner and a proposed <br />developer of Outlot A, Stonebay to re-guide the property currently guided for primarily conuncrcial ofiice <br />use, to additionally allow primarily commercial retail use of the site; and <br />WHEREAS, pursuant to published and mailed legal notice to the affected and adjoining <br />property owners, on January 20. 2004, February 17,2004 and March 15, 2004 the Orono Planning <br />Commission held public hearings regarding the proposed CMP amendment, at which times all parties <br />wishing to speak regarding this matter were heard; and <br />WTIEREAS, on March 22,2004 the City Council voted 4-0 to conceptually approve <br />a Comprehensive Plan Amendment to rc-guidc the property currently guided for primarily commercial <br />office use, to additionally allow primarily commercial retail use of the site; and <br />WHEREAS, on April 12,2004 the City Council voted 4-0 to approve the text of the <br />2000-2020 Comprehensive Plan Amendment #2 subject to review' and comment by the Metropolitan <br />Council, and directed staff to proceed with an application to the Metropolitan Council for approval; and <br />WHEREAS, 2000-2020 Comprehensive Plan Amendment #2 consists of text revisions <br />and a map revision attached hereto as Exhibits A and B; and <br />Page 1 of2 <br />J
