Additionally, we arc sometimes faced with an applicant who wishes to <br />maximize house hardcover without providing for a garage, claiming “wc don ’t need a garage" or “if we <br />decide wc want one we’ II ask for a variance later”. Approval of such proposals merely sets up a scl f- <br />created variance situation that could be avoided by proper planning. <br />In order to provide applicants and Staff with some guidelines as to what is an acceptable minimum site <br />hardcover plan, a policy resolution was di aRcd by stall and brougl it to the Phuining Commission (or review. <br />Planning Conunission suggested certain revisions which have been incorporated into the attached draft. <br />On May 5 Planning Commission reviewed this final version at their work session and recommended that <br />the Council adopt the resolution, 'fhe only language change since then is a revision to Policy 5 which <br />clarifies that the actual garage, not just the driveway to support it, must be accommodated on the site plan, <br />whether or not it is proposed to be constructed. <br />Staff Rveummendation <br />Staff recommends adoption of the attached resolution. <br />COUNCIL ACTION REQUESTED <br />Motion to adopt tlic attached Resolution Establishing Policies Regarding Minimum I lardcover Standards <br />for Garages, Driveways, Sidewalks, and Similar Property Features. <br />J
