MN 55323 <br />Re: 2377 Shady^'ood Road <br />File No. 139*04-000 <br />Plat No. 04-2993 <br />Dear Janice; <br />We have reviewed the plans (piimaty and alternate) for the proposed improvements to 2377 Shadywood Road. <br />The proposed improvements include converting an existing residential home into a rcstaurant/coffec shop use. <br />The alternate plan shows a drive through along the Lyric Avenue side while the primary plan shows a drive <br />through along the municipal parking lot side. We have the following comments with regards to engineering <br />matters: <br />• The site docs not lend itself to a drive through operation. The property is located at the intersection of <br />C.R. 19 and L>tic Avenue. The drive through shown on the alternate plan is too close to the <br />intersection to function safely without causing driver conflicts with vehicles on Lyric Avenue. <br />• The drive through entrance off the municipal parking lot shown on the primary plan is located too <br />close to Lyric Avenue. Vehicles entering the municipal lot will need to turn immediately in front of <br />traffic exiting the parking lot cau.sing problems both in the lot and on Lyric Avenue. In addition, the <br />proposed sidewalk location from the proposed building will cause vchiclc.'pedestnan conflicts as <br />pedestrians cross the drive through lane. <br />• Drainage calculations should be provided identifying pre and post improvement flows. Post <br />improvement flows off site shall not exceed existing conditions. <br />• When final plans are complete we will prepare an estimated cost for site improvements. Pnor to work <br />slatting on site the applicant will need to provide a financial guarantee for 150% of the estimated site <br />improvement cost. The financial guarantee should be in the form of cash or a letter of credit and will <br />be retained until all site improvements are complete and accepted by the c:ty. <br />If you have any questions please call me at (651) 604-4863. <br />Yours very truly, <br />BONESTROO.
