MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Tuesday, February 17,2004 <br />6:00 o'clock p.m. <br />Gaffron indicated that, if the Planning Commission wishes to take a step toward approval, <br />it is staffs recommendation that an amendment to the Land Use Plan should include the <br />following: <br />Allow service retail uses, such as a pharmacy, bank, coffee shop, dry cleaners, and <br />similar neighborhood and community scale uses (uses can be further defined if you <br />wish), with the following characteristics: <br />The development plan shall incorporate exceptional design, integrated into <br />the site and surroundings, and featuring high quality building materials and <br />architectural detailing. <br />No single use shall occupy more than 15,000 square feet of floor area. <br />There shall be generous, well-planned green space, landsciq)ing. and <br />buffering throughout the entire site, exceeding the minimums in the Orono <br />Code for similar developments. <br />There shall be a clear, well-designed connection and orientation to the pond <br />west of the site, such that patrons can see the pond from the development, <br />pedestrians can easily walk to and around the pond, and adjacent uses will <br />orient windows, outdoor seating areas, and other elements toward the pond. <br />There shall be clear, well-designed sidewalk connections from the <br />sidewalks and trails surrounding the site (on Kelley Parkway, Willow <br />Drive, and Highway 12) to all points within the development, especially <br />from access points that serve the residential development to the north. <br />The scale and type of uses, and the design of the site, shall be such that <br />PAGE 4 of 25
