*04*2974 stonebay Marketplace <br />February 13,2004 <br />Page 4 of 4 <br />3. <br />5. <br />6. <br />7. <br />The Walgrcen’s service area (trash enclosure. loading dock area, etc) on the west side of the <br />building has been provided with beefed up screening as compared to earlier plans. Use of primarily <br />coniferous trees in this area would allow for substantial winter screening. <br />4. The coffee shop drive-thru at the west end of the retail building still can be improved. Staff would <br />recommend the following: <br />Eliminate the inbound (southbound) lane at the west end of the site. Have the westerly <br />Kelley Parkway access point as ‘out only*. Ingress from this location has little value to the <br />overall site circulation. <br />This will then leave approximately 12* of additional space in which the exit from the drive- <br />thru can be extended to a 90-degree angle, allowing drive-thru traffic to exit north rather <br />than south. It may also be necessary to reduce the length of the building by 1S‘-18‘ to <br />accon^ilish this. However, staff is quite concerned about the current layout pointing drive- <br />thru exiters into an oncoming lane at a 4S-degree angle. <br />The removal of the southbound lane also will allow for additional green space and patio <br />space at the west end of the building overlooking the pond area. <br />In general, save for the above comments, site access and circulation has been refined to a point that <br />staffis generally satisfied with the current plans. Pedestrian access has also been revised to provide <br />for reasonable and safe access and circulation throughout the site. Minor refinements may yet occur <br />with the suggested traffic circulation changes. <br />Required Parking. The two current plans differ slightly in parking requirements: <br />-Plan 14 (retail on north site) requires a total of 172 stalls per Orono code, and 146 are <br />provided, a shortage of 26 stalls. <br />•Plan IS (bank on north site) also requires a total of 172 stalls, but only 140 are provided. <br />The plan reviewed by Planning Commission in January required 172 stalls and provided 167, a <br />shortage of only S stalls. City Traffic Consultant Sheldon Johnson will be asked to comment on <br />the need for the full complement of parking. <br />iJghtinf. Signage. Planning Commission should review again the site signage plan (Sheets AS. 1 <br />and SN-1 of the January 16 memo) and determine whether it needs further refinement. Also <br />review the building signage as depicted on the elevation views and in Sheet C2.2. It would be <br />staff s intent that a defined signagp criteria document be drafted to regulate ongoing signage on the <br />site. <br />1
