ZONING RKGUl^TIONS f 7S-I»8 <br />local soil and water conservation districts <br />and the United States Soil Conservation <br />Service. <br />Fill or excavated material must not be <br />placed in a manner that creates on unsta <br />ble slope. <br />Plans to place fill or excavated material <br />on steep slopes must be reviewed by the <br />city engineer for continued slope stability <br />and must not create finished slopes of 30 <br />percent or greater. <br />Fill or excavated material must not be <br />placed in bluff impact zones. <br />Any alterations tielow the ordinary hip.li <br />water level of public waters must first be <br />authorized by the commissioner of the <br />department of natural resources under <br />Minn. Stnt. 5 103G.245. <br />(10) Alterations of topography must only l>o <br />allowed if they are accessory to permitted <br />or conditional uacs and do not adversely <br />alTecl adjacent or nearby properly. <br />(P ) Placement of natural rock riprap, includ <br />ing associated grading of the shoreline <br />and placement of a filter blanket, is per <br />mitted if the finished slope does not ex <br />ceed three feel horizontal to one foot ver <br />tical, the landvv.ird extent of the riprap is <br />within ten feel of the ordinary high water <br />level, ami the height of the riprap above <br />the ordinary high water level does not <br />exceed throe feet. Stormwater management. <br />The following general and specific standards <br />shall apply in addition to those standards found <br />in article VIII of this chapter and section 82-222: <br />(1) When possible, existing natural <br />drainageways. wetlands and vegetated toil <br />surfaces must be used to convey, store, <br />filter and retain stormwater runoff before <br />discharge to public waters <br />(2) A develupmeni must be planned and con <br />ducted in a manner that will minimize the <br />extent ofdisturbed areas, runoff velocities <br />and erosiiui potential, and reduce and <br />dehay runoff volumes. Disturbed ar<»a.s <br />must lx» stabilized and protected as soon <br />a.< po-isible and facilities or methods used <br />to retain sediment on the site. <br />(3) Wlien development density, topographic <br />features, and soil and vegetation condi <br />tions are not suflicient to adequately han <br />dle stormwater runoff using natural fea <br />tures .niul vegetation, various types of <br />con-tructed facilities, such as diversions, <br />settling basins, skinuning devices, dikes, <br />waterways and ponds may be used.
