Box 66 <br />Crystal Bay, MN 55323 <br />CITVof <br />Attn: Planning Director, Planning Commissioners, City Council Members <br />To Whom It May Concern: <br />I am writing with regard to Planning Conunission Application #04-2977. <br />It is my understanding that this is a request for a Con^tional Use Permit to <br />operate a restaurant for which a liquor license will be requested on the lower <br />level of the building containing the bowling the alley located at 3425 <br />Shoreline Drive. Please note our strong objections to this application based <br />on the following: <br />1.The access to this property is not off of a commercial street, i.e. <br />Shoreline Drive, but rather off of a strictly residential street, Kelly <br />Avenue. j <br />2.The doors to this establishment face directly at and immediately <br />adjacent to townhomes and single family residential. The noise from <br />these establishments has been shown to be excessive. By way of <br />example. The Narrows Bar is the site of so much noise that we are <br />unable to sleep with our windows open in the home. Not only can we <br />hear the bands and crowds when the doors are open to the bar, but the <br />symphony of Harley-Davidson music that commences from 10 PM <br />until well after 1 in the morning awakens us from a deep sleep even <br />when the windows are closed. The noise pollution is astounding. <br />3.Kelly Avenue is strictly a residential road that was never intended for <br />coimnercial use. The City has previously closed roads that had excess <br />traffic fuimeled through residential nei^borhoods (Old Orchard <br />Road). A commercial use that will generate commercial traffic, <br />particularly traffic that has been consuming alcohol, should not be <br />allowed in a residential street. <br />i
