I Ic pointed out the property is elo.se to the intersection of C’R 19 near 5 1 which is a heavily <br />used road as well as the attendant Irafllc noises at the slop signs. He explained the road is dangerous <br />and described that when he walks his dog their experience is llul the traffic is olk*n faster than the <br />posted mph. Also, it is dangerous because of a bend in the road and limited visibility. <br />Mr. Kielley’s second point relates to the house that was a cottage with three side porches of l‘^2lfs <br />construction. In 19% they did some extensive first lloor remodeling and afier that went to have <br />similar work done on the second lltwr but were told that due to foundation problems, a .steel <br />superstructure over the first lloor like a ‘cover’ would ha\e to be built for a second story. A visit to <br />the basement would show the foundation issues. <br />Davy conllnneil the assessors would contact Mr. Kicllcy to view the property and hou.se. <br />,1) Gail Blackslonc, 4475 Forest Lake l.anding, PID1107-1 17-2.1 24 002.1,07-117-2.1 24 0024 <br />Ms. Blackstone explained that last year the property value for this property went up very significantly <br />on the two parcels at this addre.ss: 47.2"/o for l»ID «07-l 17-23 24 0023 and 2S.()% for PID «07-l 17- <br />23 24 0024. She called the assessors office at ‘hat time and ultimately deeiiled not to come to the <br />2(M)3 Board of Appeals and liquali/ation Meeting for a variety of reasons, including that values <br />needed to move to rellecl the value of the land. <br />Ms. Blackstone expected an increase for 2004 to rellect the rea.sonable proportion for this category of <br />property. The increase in I’ll) 1107-117-23 24 0023 is IO..S"« but the concern she has is over the <br />35.2'!o increase on I’ll) «07-| 17-23 24 0024. She stated she does not understand this year why the <br />one parcel inerea.sed o\er another 35%. Ms. Blackstone adviseu she did call the assessors but was <br />unsatisfied w ith the respon.se. <br />Mayor Peterson asked if the assessors had visitcil the property. <br />Davy indicated this is a land i.ssue and he did drive by the property and reviewed .some of that area’s <br />land values. I le stated that some t>!'the land values are increasing quite astonishingly but the <br />percentages are sound. Da\ y reported the 2(M»3 land value was SSb.(MM) and for 2(MM is $95.(MM) on <br />PID Wt)7-117-23 04 (M)23 and the 2(M)3 land value was S52.(MM» and for 2(M»4 is S7I.(KH) on PID t/-07- <br />117-23 04 0024. both being similar in si/e. Davy adv ised that the two parcels together fomi a <br />buildable site with a combined value of SI 55.0(K». Me reported that the next door property is valued <br />at SI55.(MK). too, and liHtking at other properties and what they have sold for ov er the past few years <br />has led to making some pietty significant adjustments for this property. <br />White asked if the site was triilv buildable. <br />Ms. Blackstone deseribetl the property as being quite sloped both lengthwise and towards the streets <br />but it docs have a tiny cabin on it w hich would need to be demolished before any building could <br />occur, aiul would al.so involve extensive site grading. She repeated that she understood hist year <br />when the increases occurred to ailjust for sales but did not expect a huge adjustment to happen two <br />vears in a row. <br />Page 4 of 11
