•V<-M'Vt t§ <br />Zoning File #1745 <br />620 Big Island-Septic Issues <br />Page 2 <br />Further, any dwelling, building or structure having running <br />water plumbed inside to any sink, lavatory, tub, shower, or any <br />other plumbing fixture, but not a toilet, shall have a conforming <br />grey—water disposal system including a septic tank and drainfield <br />connected to such fixture drains. <br />■l , <br />r <br />1 <br />■ <br />i <br />Further, Subdivision 7 (D) (4) requires that any existing <br />building required to be connected to an on-site system but which <br />is not connected as of the effective date of this ordinance <br />(February 10, 1992) within one year of notification that a non <br />conformity exists, but in any case not later than 2 years after <br />the effective date of this ordinance, shall have a new conforming <br />on-site system installed. <br />I^dsting Situation <br />Staff is advised that there currently is a sink on the <br />property which discharges to some unknown system. Whatever <br />system this is, it is most assuredly non-conforming. <br />Based on the code Lections noted above, in order for this <br />sink and any other plumbing in the building to continue to exist <br />or be expanded, a conforming septic system must be provided. <br />Testing has indicated that there is no viable site in which to <br />locate a conforming septic system on the property. The entire <br />property is too near lake level and ground water levels to be <br />considered for even a mound-type sewage treatment system, much <br />less an outhouse which might have been an allowable alternative <br />based on Section 12.30, Subdivision 7 (B) if conditions were <br />adequate. <br />There appear, then, to be two alternatives to consider: <br />■.■mi.Elimination of all plumbing from the structure, and use of <br />an alternative waste treatment device such as an <br />Incinerating toilet, composting toilet or small portable <br />holding tank toilet which is carried to the mainland for <br />disposal in a sanitary sewer system. Such devices are <br />allowed per Section 12.30, Subdivision 7 (C). <br />Granting of a variance to allow construction of a holding <br />tank for grey-water and/or toilet wastes. The reasons that <br />a holding tank situation requires a variance are as follows: <br />Section 10.31, Subdivision 12 (B) (4) states "sealed <br />vault-type outhouses shall not be permitted because <br />pump-out and sanitary disposal is unfeasible." Staff <br />considers holding tanks as similar if not identical to <br />sealed vau).t-type outhouses in use characteristics. <br />.0^ <br />.K:’ <br />: <br />. r-j
