The formula shall <br />• <br />take inta consideration the number of oarticipatina eligible <br />children in school districts, provide incentives to districts to <br />conduct outreach activities, encourage all eligible children to <br />participate> and provide adequate services to individual <br />children based on each child*s needs. <br />Sec. 26. (ICE ARENA LEVY.) <br />(a) Each year, an independent school district ocerating and <br />maintaining an ice arena, may Itw for the net operational costs <br />of the ice arena. The lew may not exceed the net actual costs <br />of operation of the arena for the previous year. Net actual <br />costs are defined as operating costs less any operating revenues. <br />(b) Any school district operating and maintaining an ice <br />arena must demonstrate to the satisfaction of the office of <br />monitoring in the department of education that the district will <br />offer egual sports opportunities for male and female students to <br />use its ice arena, particularly in areas of access to prime <br />practice time, team support, and providing iur.ior varsxty and <br />vounoer level teams for girls* ice sports and ice sports. <br />offerings. <br />21 Sec. 27. [DEPARTMENT STUDY.] <br />Subdivision 1. (WORK WITH DISTRICTS.] The department of <br />education shall work with school districts to determine the <br />required educational services and costs of the services needed <br />to establish the allowances in sections 5 to 3._The department <br />mav establish a representative sample of districts to include in <br />the research.
