Gaffron/ Asst Planning 6 Zoning Administrator <br />November 13, 1992 <br />Subjects Concept Plan*Review, Proposed Maxwell Bay Public Access <br />List of Exhibits <br />A - Site Location Map <br />B - Air Photo/Zoning District Map <br />C - DNR Memo <br />D ” B-2 District Standards <br />Introduction <br />The Minnesota Department of Natural Resources is proposing <br />to construct a new public access on Maxwell Bay, to include a <br />boat launch and fishing pier with associated parking area and <br />amenities* While the DNR has purchased a 1*4 acre parcel <br />immediately east of Lakeside Marina, at the City's request the <br />DNR has conceptually considered purchase of additional property <br />in the general area and developed concept plans for review* <br />The intent of this concept plan review by the Planning <br />Commission is to gain input from the Planning Commission as to <br />P*J^ticular land use in the context of the B-2 zoning <br />“istJ^ict* Recall that the B—2 zone exists primarily to <br />accommodate marinas, although many of the B—2 performance <br />standards will relate directly to the public access concept* <br />A copy of the B-2 zoning standards is attached* <br />Coneapts/Issues for Discussion <br />As a basic guideline for your review and comments to the <br />DNR, staff would offer the following items for potential <br />discussion relating to each of the four plans: <br />Use <br />Compatibility (related to B-2 permitted uses) <br />Fishing Pier Use <br />Parking Capacity <br />Hardcover <br />Landscape Areas/Yard Requirements <br />Lakeshore Setback <br />Vegetation and Screening <br />Sanitary Facilities <br />Access Location <br />Lighting <br />Hours of Operation <br />Sanitation <br />Security <br />Signage <br />Maintenance <br />Compatabillty with Existing Adjacent Uses <br />Drainage and Runoff Control (Quantity and Quality) <br />t r <br />iiA'i I
